This past November 2024, members of IAB voted on proposed changes to two articles of the constitution, i.e., articles 10 and 16. By the closing date of the poll, on November 15 th, 110 votes were cast.
Article 10 pertains to the terms and term limit of officers. A large majority voted in favor of the change (107 to 3). This change merely seeks to clarify the terms of elections of council officers. The proposed change has no consequences on the election or its outcome.
Article 16 pertains to the election. In an election for one of the IAB Executive Committee positions, if a candidate is not elected, the votes cast for that nominated candidate will count towards their election as a Council member. Since few candidates are on the ballot for Executive Committee positions (compared to the number of candidates for Council members), the number of votes cast for these unelected candidates for the Executive Committee have historically outnumbered the number of votes cast for a regular nominee for Council member. The proposed changed sought to offer alternatives. Members could vote for their preferred option:
1: Nothing is changed in Article 16 which remains as is.
2: Candidates for the Executive Committee will be systematically included on the
ballot papers for the Council, unless there is an objection from the candidates.
3: Candidates for the Executive Committee will not be standing for election to the Council.
A minority of members voted for the status quo (13 votes), and the majority of members
voted for option 2 (59 votes) with option 3 gathering 38 votes. The IAB council validated the vote and adopted the changes.
Article 10 now reads: All members of the executive committee (President and Vice-Presidents) and regular council members hold office for four years (six years for the Secretary treasurer). The two Vice Presidents shall not be elected simultaneously. About half of the council members will have terms overlapping by two years with the terms of the other members. The President, Vice-Presidents and regular council members are eligible for immediate re-election; however, after serving two election
periods an intermission of at least one election period is required. The Secretary-Treasurer shall hold office for six years and shall be eligible for re-election.
Article 16 now reads: The Council shall be elected by a majority of the votes cast by
members in a mail ballot conducted at least four months prior to the Business Meeting
of the Association. Candidates for the Executive Committee would automatically appear
on the ballot for the Council unless they formally object by email to the Election
Committee.
